Lake Hartwell’s Full-Pool Target Is Dropping Four Feet

What the new 656-foot limit means

For generations of Lake Hartwell boaters, homeowners and visitors, 660 feet has meant full pool. That is now changing.

The U.S. Army Corps of Engineers has announced that Lake Hartwell’s normal operating target will be lowered to 656 feet above mean sea level year-round. Instead of following the historic guide curve—generally 660 feet during the summer and 656 feet during the winter—the lake will be managed around the former winter level in every season.

That is a four-foot reduction from Hartwell’s traditional summer full pool, and it is not expected to be brief. The Corps describes the restriction as an interim safety measure, but the engineering study, funding, design and construction required for a permanent solution could take years. According to the agency, the restriction may remain in place for five to 10 years or longer.

The immediate cause is not drought, hydropower generation or a routine seasonal drawdown. It is a worsening seepage problem at the Clemson Lower Diversion Dam Saddle Dike, part of the system built to prevent Lake Hartwell from flooding low-lying areas of Clemson University.

Why the Corps Is Lowering Lake Hartwell

The Clemson protective works include diversion dams and a saddle dike constructed before Hartwell was filled. Together, they reroute the Seneca River and protect university property and infrastructure that would otherwise lie in the reservoir’s path.

The Corps says water has been seeping through and beneath portions of the earthen saddle dike. As that water moves, it can carry away fine soil particles and create progressively larger internal pathways. Engineers call the process piping or backward erosion. Left unaddressed, it can weaken an earthen structure and eventually lead to failure.

The seepage issue has been observed since 2015, but the Corps says recent monitoring, analysis and observations during major storms—including Hurricane Helene—show that the condition is worsening. The agency emphasizes that there is no immediate threat of failure and that the emergency action plan has not been activated. The lower operating level is intended to prevent the situation from becoming an emergency.

Holding less water in Hartwell reduces the depth—and therefore the pressure—of water pushing against the dike. Under the new plan, 656 feet becomes the lake’s year-round guide curve. The Corps will also seek to keep Hartwell below a maximum elevation of 662 feet during high-water events. If heavy rain pushes the lake above 656, releases will be managed to return it toward that target as safely and quickly as conditions allow.

Why Lake Users Will Not See a Sudden Four-Foot Drop

Hartwell is already below the new limit. The lake entered September near 650.8 feet, more than five feet below the new 656-foot target and about nine feet below the historic 660-foot full pool. The Upper Savannah River system remains under Level 2 drought operations after a prolonged period of below-normal rainfall and inflow.

That means the Corps is not suddenly releasing four feet of water to reach 656. Drought has already taken the lake lower than the restriction requires.

The real effect will appear when the watershed receives enough rain to refill Hartwell. Under the previous guide curve, a strong recovery could return the reservoir toward 660 feet during the recreation season. Under the new restriction, the refill will be managed around 656 feet instead.

In other words, drought explains why Hartwell is so low today. The dike restriction determines how high it will be allowed to recover tomorrow.

What Four Feet Means Around the Lake

Four vertical feet can translate into a large horizontal change along Hartwell’s gently sloping coves and shorelines. The effect will vary considerably by location: a dock in a deep channel may remain fully usable, while a shallow cove could lose substantial water coverage.

The Corps says owners of shallow-water docks should expect dry or inaccessible conditions more often than in past non-drought years. Many boat ramps will continue to function at 656 feet, but some shallow ramps may close or provide reduced access. Lake users will need to check current ramp status rather than assuming a familiar launch is usable.

Designated swim beaches are likely to face an even greater impact. According to the Corps, Hartwell’s developed swim areas generally become unusable below 657 feet. A year-round 656-foot operating target therefore means some designated beaches may remain dry or closed even when the reservoir is considered to be at its new normal level.

Lower water also brings navigation changes. Stumps, rocks, sandbars and points that were comfortably submerged at 660 feet will sit closer to the surface. Familiar coves may become narrower or shallower, and routes that were safe at historic full pool may require more caution. The lake remains open for boating and swimming, but the Corps advises slower travel in unfamiliar areas, close use of depth finders and consistent life-jacket use.

The effects will extend beyond recreation. Marinas, fishing guides, campgrounds, lakefront businesses and property owners have all built expectations around Hartwell’s seasonal operating pattern. The Corps acknowledges potential impacts to recreation, local communities, businesses and hydropower. It is preparing an emergency environmental assessment to examine effects on those uses and on biological resources.

How Long Will the 656-Foot Restriction Last?

There is no firm end date.

The Corps plans to begin a formal Dam Safety Modification Study to evaluate permanent engineering solutions for the saddle dike. That study alone typically takes up to two years. A selected repair would then require design, environmental review, federal funding and construction. The Corps says the full process could take five to 10 years or more.

The restriction will be reevaluated annually, and operations could be adjusted as monitoring and engineering work continue. But lake users should not treat 656 feet as a one-season drought response. Based on the information available now, it is the operating condition Hartwell communities should plan around for the foreseeable future.

What Is the Outlook From Here?

The short-term water-level outlook still depends on rainfall and inflow. Current drought conditions mean Hartwell may remain below 656 even though releases are reduced under the Savannah River Basin drought plan. A sustained, basin-wide wet pattern—not isolated shoreline thunderstorms—would be needed for a meaningful refill.

NOAA’s late-August outlook favored near- to below-normal precipitation across much of the eastern United States through the first half of September, so a rapid rebound was not the most likely immediate outcome. Its broader seasonal drought outlook was somewhat more encouraging, favoring gradual improvement across parts of the Southeast through November, although recovery could be slow without significant tropical rainfall.

Whenever the rain does return, the definition of recovery has changed. Reaching 656 feet would place Hartwell near its new operating target, but it would still leave the lake four feet below the summer shoreline residents have historically called full pool.

The Bottom Line

This is one of the most consequential changes to Lake Hartwell’s management in years. The current drought may temporarily hide its effect, but the new 656-foot target will become unmistakable when the lake begins to refill.

The change is being made to reduce pressure on a worsening seepage path and protect Clemson University and surrounding communities while a permanent repair is developed. It is a safety decision, not a discretionary recreation policy. But the practical consequences will be felt across the lake: shallower docks, reduced ramp access, dry swim beaches, more exposed hazards and a different summer shoreline.

For Lake Hartwell, 656 feet is no longer just the winter target. It is the new full-pool target—and it may remain that way for many years.
